To export logging metrics to JSON file

gcloud logging metrics describe your-metric-name --project $PROJECT_ID --format=json > metric_definition.json

To create logging metrics from JSON file

gcloud logging metrics create --project $PROJECT_ID --config-from-file=metric_definition.json
